cobra allowance provide by Central govt to army employee is it exemption allowance or not.

As such its taxable perquisite. Though some specific allowance are deductible u/s. 10(14) of the act.

1. Any allowance payable under the contract of employment will form part of salary and will be taxable under the head Salaries. 
2. Commando Battalion for Resolute Action (COBRA) paid to the veteran will also form part of the salary. However, with respect to exemption sec 10(14) deals with the same. 
3. Section 10(14) read as follows, this is a special allowance and it is in relation to his place or posting as COBRA allowances are exclusively provided to high-risk areas (like Naxals affected areas), this allowance should be covered under the above provision. 
4. Hence, COBRA allowances will form part of Salary and subsequently be exempted u/s 10(14). 
Please correct me if the above interpretation has an alternative view.
