In PAN since field cant be left blank I need to enter something, I know theres some code we used earlier where the utility demands bank A/C none while the person didn't had any.I don't quite remember it was consisting of all zeroes

There was another issue wherein bank A/C were of different type with less digits,there also zeroes were used filling up the blank and some one from department gave this advice

Please advice on this
