CLB Order Received After 12 Month Is Valid or Not ?

Company has applied for CLB petition U/S 141, Order Done on 01-01-2009 order for the same had also been dispatched on 01-01-2009, but some how the same was not received by the company so Form No 21 could not be done.
On 10-10-2009 company has applied for Certified Copy of CLB Order , & the same is received by the company now, 01-01-2010 (After 10 Month of Order) the question is what is the validity period for filing of CLB Order with ROC,
Whether We can File This Delayed Order in F21 or We have to apply for Condo nation of Delay
Kindly advise on the same
