Every year e-filing of Income tax is submitted . A lump sum amount was deducted as TDS from the Interest of FD in the Financial year 2016-2017 . It has come to knowledge very recent. What is the procedure to claim refund of old TDS in this Assessment Year , 2019-2020 .

You can not claim in AY 2019-20, To claim TDS deducted as refund you have to file ITR of that year, Now time limit to file ITR for AY 2016-17 has expired so you can not file ITR now.
No, you can not claim now, If you have FD and tax deducted then you should have checked your form 26as and file Return.
