Yes you can claim the excess cash balance available on portal.
for it you have to file RFD-01

Yes it is automatically transfered to cash ledger but query is refund after it credit to cash ledger
Dear Sir,
We have GST TDS Balance and transferred to Electronic cash ledger after acceptance by TDS Return. Now my question is that, can we claim GST TDS Credit refund as cash ? if yes. please provide us the order copy issued by any department or link to get the order reference to my query?
Please help on this regards.
