For calculation of Long Term Capital Gain on transfer of any property held for more than 2 years as of now, the base rate is taken as 2001. Even if it may be held from 1940, as per the case.
So, the circle rate of 1940 will not be of any use; though the rates would be available at Sub-Registrar office........ but may be only after independence.......
The valuation certificate from any registered valuer as of 01.04.2001........ would be sufficient !!!
