There is no address on the PAN card,so if there is a change of address, why does the PAN card holder have to pay a fee to update particulars. The holder must submit a form online or by mail with a copy of the document serving as proof of address. IT department does not have to incur any expenese in issuing/despatching new cards so why the charge ?

Yes, we know that there is no address on Pan Card but we should update our record with the government agency for sake of correct information.

Rahul we all know that there is no address on PAN card, but you may know that with PAN card you should have received a letter also. In this letter, there is mentioned your address and accoringly ward etc there.
So if your address is changed then you have to update this with IT detaprtment as same.

Address decided jurisdiction. It is always suggested to update the same with the department. You need not incur additional expenses. You can do it online also
