Change in gst rule

I saw a news that small businessmen having less than 1.5 crore turnover will now file return on quartly basis instead of monthly. Is it applicable to service providers too? Can we also make payment on  qualrtly basis or just return will be filed on quartly basis? 

I am not very familiar with GST so please excuse if my question doesn't make proper sense.

limit is for Traders only
and quarterly limit is for return only
Decision taken as of above.
But, Decision only taken not announced. When it ll be announcing then ll be give proper additional provisions.... 
yes this changed composition scheme is applicable to service provider also. further tax shall be paid on monthly basis

I do export of services, can I opt for composition scheme now?

but GST 3B will be same so payment will be monthly upto December
but as per point no 5 of press release "pay taxes on quarterly basis"... please check it and inform me if I would wrong

Quarterly filing of return for small and medium business: To facilitate the ease of payment and return filing for small and medium businesses with annual aggregate turnover up to Rs. 1.5 crores, it has been decided that such taxpayers shall be required to file quarterly returns in FORM GSTR-1,2 & 3 and pay taxes only on a quarterly basis, starting from the Third Quarter of this Financial Year i.e. October-December, 2017.
