With the introduction of GST 2.0 and the removal of Compensation Cess on coal effective September 22, 2025, any balance of Compensation Cess in the electronic credit ledger of traders (including those trading in coal) will simply lapse and cannot be availed, refunded, or adjusted against other GST liabilities. The Central Board of Indirect Taxes and Customs (CBIC) has clearly stated that since there is no longer any cess to be discharged on coal (and other items for which cess existed), any credit balance of cess in the ledger will become unusable and will not be refunded or carried forward for any other setoff.
