Can a person be CEO and Director both as per new companies act?
whether the overall managerial remuneration limit will be applicable on above case or not?

Yes, Sec.197 is applicable to MD, WTD and Manager. If CEO is also appointed as a director, he will be WTD & CEO. Hence Sch.V will apply in case of a public company.
