Cenvat credit on the basis endorsed invoice/ bill of entry

dear sir,

we are having a manufacturing unit in haridwar which is exempted from excise subject to the condition that cenvat credit is not allowed. We are also having a manufacture unit in Jaipur where excise is applicable.  many times we are required to transfer some  inputs as such from haridwar to jaipur.  Can we take cenvat credit on these goods on the basis of endorsed invoice/ bill of entry. what will happen if only partial qty from one invice is transfered from haridwar ( excise exempted unit ) to jaipur ( exciseable unit) . Is any case law is available on this subject.
