Yes, It is necessary to send CC answer to the institute. You may write 75% to 80% of the papers & send.

I don't think so that writing CC's now are compulsory. 
and as per the new exam form(s) for december 2012, there is no column for CC papers.
just see to it. 
so ther's no mandate to submit CC. 

Yes, if you are a postal coaching student, then CC paper is mandatory. CC certification is compulsory for apprearing Exam.
