purchase a mobile of rs 30000 by cash payment is it contravention of 269ST of it act

269ST......... over 30K payment !!!

The burden of compliance is put on the receiver of cash and not the person who makes the payment
so you don't need to worry
if you show the mobile as your fixed asset then you cannot claim depreciation on that

Receiver of Cash is not levied upto 199,999...

Buyer side is levied above 10k cash expenses...

As per Your query the Expense is disallowed and You can't claim depreciation.
