Cash bill under gst

i think there is no issue of cash under gst act. it will be governed as per IT Act .

Sec 40A(3) Cash payment exceeding Rs.10,000 in a single day not allowed as deduction under Income Tax Act.

According to Sec 40a(3) it is disallowed to retailer no problem to the seller Question is if someone or unknown person like hawkers came and purchase rs 24000 goods for cash from u for resale purpose but he is unregistered ,can u do cashsale to him and how to upload that bill under gst ..
