Can the cgst and sgst cash balance in electronic cash ledger be transferred to late fee column in order to pay off the late fee?

Yes, you can...use form PMT 09 for trasfer of balance from one head to other head.

Yes you can tranfer to late fee and file through Dsc or evc to reflect in late fee column
