Fixed assets are Assets held with the intention of being used for producing goods or providing services.

The Term Capital Goods in generally used for goods that fall under VAT or Excise, these are those goods which are used in producing other goods and are not comsumer goods.

In Short all Capital Goods are Fixed Asset but all Fixed Assets are not Capital Goods.
