Quick Summary
If your restaurant has ceased trading and you wish to cancel your GST registration, you must first file all applicable returns up to the current date and settle any outstanding taxes. Following this, you can submit an application for cancellation using Form REG-16 on the GSTN portal. Even if your turnover is below the threshold for an annual return, it's advisable to file it before applying for cancellation. Once your cancellation is approved, you will be required to file a final return, GSTR-10.

You have to file all returns till date and pay taxes before cancellation , After that you can apply in form REG-16 on GSTN portal for cancellation .
Here all returns means only applicable returns. we had till now filed GSTR-1 & GSTR 3B Except Annual Return as turnover is below 30,00,000 a year.
Ok, in my opinion you file Annual return also , even if it is optional , because last date is 31-12-2021 , after that you can file application for cancellation of registration . After approval you have to file GSTR 10 mandatory .
Take opinion of your CA as well .
One more query, please. We have some inputs and capital goods as stock at now and we had not availed any ITC on that inputs and capital goods.
