No you cannot apply for new registration
No you cannot apply for Fresh Registration due to cancellation of old GST Registration on account of non-filing of GST Returns. A Circular was issued by CBIC Department regarding this matter.
So at any cost, you have to clear all your dues pending with the GST Department and file all your GST Returns inorder to move ahead.

No, you cannot apply for new registration. If your registration has already been cancelled, you will have to file your returns, pay dues and apply for revocation.
No you can not take registration. in case if prospective cancellation of registration you first have to file all valid GST returns from the date of non filling of return upto the date of application for revocation. In GST valid return means after paying all dues.

If Your registration cancelled by dept then You can't register again that same PAN card...
In case You want register then must be clear all the dues for the previous liabilities...
