can we file GSTR-1 (normal procedure) on 10 august and dont filed GSTR 3b at all ?

No , for all the registered assessee other than composite dealers GSTR-3B has to be compulsorily filed.
and moreover GSTR - 1 of July month has to be filed by 5th of September ( The same is applicable for July ' 2017 only)
