can the deductor of tax at source disclose information to pa

I have noticed that the tds deductor is disclosing the information regarding the amounts paid and the tds deducted to a person other than the deductee and the income tax department. The deductor files the quaarterly return through this third person. Does it not amount to disclosure of financial details to public in violation of  the law ?
