Doctors received a stypend amount around Rs.30,000/- per month. whether it is an income or not?, if it so than is it an exempt? please clarify

No,stipend is not taxable as there is no contract between employer and employee.held in few cases.in aiims,pg doctor gets more than ₹50,000.if there is no tds by employer,then how employee stipend is taxable?
Stipend is exempt u/s 10(16).
