Can state government levy GST on nill rated goods?
Is state government has any right to levy GST on nill rated goods like milk, rice etc.. Please explain.

No they cant.
The rates have been decided by GST Council and the council have representatives of all the states and central government. The rates have by consensus of all.
If any state wants to implement any provision of act which is different it too will be decided by the council.
