Yes it can be under special circumstances like winding up or bankruptcy . 2(35) dividend includes interim dividend . Also all the provisions of dividend are equally applicable to interim dividend too .
Yes it can be revoked for JUST AND PROPER REASON.

Divided which has declared in conversation of the provisions and rules it has to be revoked. Example a) dividend declared in EGM however in certain cases it's valid.
b) Rate of interim dividend is more than the average rate of pervious years
