You're filing after due date that's why condonation of delay. But due date of ay 19-20 was over.. now it's not possible to file return for ay 19-20
119(2)(b) meaning you can file permitted return as approved by jurisdictional ward CIT
In case of refund ITR can be filed after due date after getting approval from jurisdictional CIT.
