Return cannot be filed now as the due date for filing return for FY 17-18 expired on 31.03.2019.
For FY 18-1*9 you can file ITR 3/4 depending on your situation.
But I have 1800rs TDS cut by SBI every year since 3 years. when I asked them they told that I need to file returns. I checked TDS recently only. That means I have to lose TDS? no refund possible for previous years?
In case of refund return can be file only after getting permission from concerned CIT.

no online procedures, only through manual application
