Can i claim deductions for the rent i am paying

I am out of job and no salary income. My only source of income is from interest from fixed deposits in the bank. I am living in a rented house and paying rent on monthly basis.

Can I claim deductions for the rent I am paying ? If yes ,  how much I can claim and which IT tax sections applies to this scenario.

will HRA can be applicable to people who are not in job ????
