I m CA Who does not hold COP . can I attest  CA IPCC exam form  for MAY 2014  ??

It is nowhere mentioned that a CA holding only COP should attest. the only requirement is that you should  give your memebership number, which you have already.

yes you have entitled to attest the examination form even final exam also, since in exam form doesn't mention like any oly a practicing chartered accountants oly attest, member can attest so you are a member of icai so eligible to attest ..
