Can builder deny GST invoice for charging maintenance on interior works?

I have a flat in a newly built apartment complex. Builder charges some maintenance+GST @ 18% to the flat owners for carrying out interior works. But the builder is refusing to provide a GST invoice for the same. Can this be legally challenged?
