Ca job after multiple attempts

I have cleared my CPT exam in 2007, thereafter cleared my CA PCC in 2011. Meanwhile i got selection in rajasthan electricity board as an accountant and i join it due to my family financial position. Now i am at age 30 i cleared my ca final 1st grp but unable to clear 2nd grp.  However i am still trying to clear my 2nd grp too as i want to prefix ca with name soon.  I just want to know that passing ca after multiple attempts, can i still get an another good job in govt sector or if i go in icai campus after completion of ca then can i still shortlisted in any company/psu on the basis of experience. I really want to growth in my career.
