Does the Institute give out an official notification declaring what day the result will come out? Or will they just suddenly drop the bomb!?
Is 17th July a certainty for result declaration, or are people assuming that because it's exactly 2 months after the May 2017 attempt?

No it is not dropped like a bomb but yes in someway you are correct, In last attempt the ICAI gave the notification just 2 days prior to the results. And yes students generally have a rough Idea that it will be near to date at which 2 months from exam day is completed.
This time also you can expect a notification but don't have hopes that it will be on time.
