My Principal is out of country.So can I get my final examination form signed by his partner ?

Yes, you can get the Exam form signed by your Principal's partner or even from any Member of ICAI in full time Practice.
On a safer side u can also send and explanatory statement along with the Printed Exam Form to Delhi. It is not a big issue whether you get signed from principal ort another member in his absence...
