Answer to your first Query

In case if you have not completed your Article-ship training, then you need to obtain the signature from your Principal only. 

On the other hand, if you have completed the Article-ship training, then you can obtain the signature from a Member of the Institute either in Practice or not on your Exam Application Form.

Remittance of Examination fees online to be made by using either a debit card or a credit card, there is no such requirement that only Master card payments are allowed.
