I need to know can a non practicing CA sign the declaration/certificate of service ?

Declaration of Service, If you have already completed your Art... than you have to give a self signed declaration... if you are still serving your Art.. period than your Principal will sign it.... So where the question of any other CA/Member signing the same arises
