CA/CS Sign for LLP Form 8 Nil income filing

I created LLP for my business just before COVID and till date business start is getting postponed due to unforeseen followup issues. I am filing 11 & ITR every year by myselves (nil revenue/income filing). For Form 8, every year the CA or CS esign is required. Why can't the MCA do away this requirement that for nil income Form 8 shouldn't require a CA/CS signature?

Legal Position : 

i) Please note that in case total turnover of the LLP/ FLLP
exceeds Rs. 40 lakhs or partner’s obligation of
contribution exceeds Rs. 25 lakh, then the form
should be certified by the auditor of the LLP/FLLP.

ii) In other cases, the form is to be certified by the
Designated Partner in case of LLP and by Authorized
Representative in case of FLLP.

Conclusion :

If you fall under second scenario then you do not need to get sign of CA/CS

I tried submitting Form 8 online for my LLP, but the sign from CA/CS seems mandatory. LLP turnover is less than 40 lakhs and contribution is less than 25 lakhs.
