Can a practicing Chartered Accountant be a director in a private limited company??

Yes, CA in practice can become director, but not MD or WTD.

Yes, CA in practice can become Director Simplicitor. He cannot accept any remuneration except siting fees for attending board meetings. He cannot perform any day to day duties towards company.

And whether permission of ICAI is required for acting as a non executive director?

I don't think it is mandatory but informing ICAI is recommended. I took approval from ICAI as I was not aware of the regulations.

On page 3 read clause (11)

CA in practice can engage in other business and profession. For some business there is general permission and for some specific permission is required. Becoming director is covered by general permission but ya as rightly said he cannot become MD/WTD.
