I have party that issue the c form quarterly basis but in last quarter he issue c form for two bills actually in last quater 3 bills are issued to him.
could it possible he can issue one more c form for single bill.

Yes he can issue, in your case which state you belong to is not known. In most of the States they have implemented On Line Issue of Form-C/F. In Chennai you can issue on monthly basis to the suppliers, Have a seperate Annexure-IA which is updated with Interstate Supplier Invoice details & it should be filed along with the monthly return and 6 months time is provided. In Puducherry we have to provide total purchase value of the month and the total should be declared along with the Monthly return.
