Buying property from NRI - TDS Query

I am buying a property in India from an NRI. Let's say the property cost is 80,00,000. I am paying 800000 at the time of sale agreement and remaining 7200000 at the time of sale deed and registration. Do I need to pay TDS to the TAN account at the time of sale agreement also or it's applicable only during the registration and sale deed.

The transaction is covered by Section 195 . Payments to non resident requires TAN to deduct tax .

At the payment stage of 8Lacs , you must have TAN
Sec 54 exemption.
