Buying property from nri and capital gains is 0 - do i need to deduct tds

Hi, 

I am buying property from NRI. NRI brought Property for 6 Lakhs in 2008 and now planning to sell 11.5 Lakhs. As per Long term gains are 0. In this case do I need to deduct TDS from 11.5 lakshs? or Can I go for registration without deducting TDS ? . If not what should I do avoid TDS?

Unless the NRI Seller provides you 'NIL Deduction of TDS' obtained from his Jurisdictional ITO, you are liable to deduct tax on full sale value.....
