Yes Board Meeting can be called on any day including National holiday and that to after business hours.
No it cannot be called on National Holiday,
It will mean that Company is working on a national Holiday
In commercial sense, Companies do work even on holidays and pay double of the basic pay cycle to their employees , that doesn't mean it is not possible or to accept working on holidays.
On National Holiday it is illegal to open offices
