1) Can S issue IGST export invoice to P for receiving payment and use the same for export purpose to E?

It's module of "Bill to" Ship to"
Basically S is billing to P & Shipping goods E in USA .
Hence As per Section 10 of IGST Act the POS is Maharashtra so CGST/SGST is applicable.
Note : While shipping to USA the P is liable to raise bill to E in USA , so all the formalities & compliance regarding custom will be done on bill from P raised to E
