what is the procedure of billing and sales to bhutan?
And is tax exemption still applicable for bhutan sales against exemption certificate from bhutan custom department?

Charge IGST and claim the ITC for the same. Else, furnish LUT/Bond along with Bank Guarantee
Do we need a separate export license now..?? And if we charge IGST and supply goods.. can we claim ITC immediately after recieving the exemption certificate?
Having an Import/Export License is advisable. You can claim your ITC in your next return
