please refer Rule 10A of the CGST Rules.

wherein it is said that " bank account details are to be added only after the GST registration is taken.
You have to incorporate the bank account details afer receiving the registration.
within 45 days of Registration approval or before due date for filing the first GSTR3B.


Thus in essence you need not have a bank account at the time of applying for GST Registration.

As per the current practice you will first be granted registration. The portal will not ask bank details at the time of registration. Once you will be granted registration within 45 days you will have to update bank details.
