If I get a call for an interview but am unable to go due to some undeniable circumstances then can I apply again in the same firm for articleship?

Depends on the firm. If they need someone on an immediate basis, they will take someone else. You can still try again, no harm in that. May be you will be preferred because you had got a call before.
