If someone has started articleship on April 11. He never went after that. Now, he again wants to join that firm. No formalities has been doen yet. Can he claim to start artcielship from April 11 and claim next 20+ days as leave after attending just 1 day??

No , It cannot be done as no contract was entered. only after the contract was entered and confirmed by the institute the articleship counts in this case its not like that
I think, he can... Get the forms 102 & 103 signed in back date and send within 30 days or with fine. This can happen only if the CA agrees.
