Articles completion certificate

recently i completed my articles on 13th Dec 2015, the employer is not sending 108 form to ICAI, when i asking for completion is not telling clearly on which date sending form 108, is indirectly blackmailing to me, in this case i will send form 119 is there any problem occured to me, if the employer knows the form 119 and then he will be troubling to give my completion certificate, please give suggestions what to do now safely without any problem
