arrears of Rs 2.5 lakh of f.y. 14 &15 received in jan 2017 have not filed itr for a.y.16-17 how to manage

I think you don't have to pay tax for arrears
no its taxable in year in which transaction happens

Not taxable, provided the arrears were included while computing the salary in the respective previous years.

I haven't filed previous itr

while filling the return for the assessment year 2017-18. 

consider arrears of salary as salary income for the previous year os 2016-17

and get the relief U/S 89(1) while calculation of Tax liability.
