Are paypal payments valid for Zero rated GST ? I will be filing for LUT in few days. My client will be paying in usd. But my bank account will be receiving in INR. Paypal credits my bank account in INR ( paypal partner bank will be citibank ).

It should be Ok as per my view.
Yes amount received through Paypal is valid for exports. You can get the FIRC through Citi Bank.
