Applicability of excise

Dear All, Good day!

My brother is to going to start a small factory of readymade garments (in this he like to do only buying fabric from others and stitching the same and making finished readymade garments). Is Excise Duty applicable on this kind of business or not? if applicable.. what is rate of excise... and process of registration? Please suggest ....
