Amount deducted for NPS but not credited to NPS ACCOUNT

Hi, my elder brother has started his job under MP state govt 2 years back. His employer deduct from his salary for for NPS but since NPS account opening is pending from employer side, deducted sum is not getting deposited in NPS ACCOUNT. I want to know if he can claim for tax deduction for the amount deducted from salary for NPS??
