IT MEANS INTRASTATE SALES CAN BE CONVERTED INTO INTERSTATE SALES AND THAT TOO WITHOUT EWAY BILL?
No you have to mention e way bill in case of conversion

Yes it can be changed. But then you will have to pay the correct tax and take refund of other.
E-way bill cannot be corrected since transportation already completed
